AnotherNathan ee7fb47798 add with_taskbar to viewport builder (#3958 )

Allows removing the taskbar icon of a viewport.

This can be useful when making an overlay type viewport (window is
always on top).

egui-winit

This crates provides bindings between egui and winit.

The library translates winit events to egui, handled copy/paste, updates the cursor, open links clicked in egui, etc.
