Web: Implement MonitorHandle (#3801)

Browse Source 
Requires getting permission from the user to get "detailed" support.
Also enables users to go fullscreen on specific monitors.
Exposes platform-specific orientation API.

Most functionality depends on browser support, currently only Chromium.

well.
