api: add ApplicationHandler and matching run APIs

Browse Source 
Add a simple `ApplicationHandler` trait since winit is moving towards
trait based API. Add `run_app` group of APIs to accept `&mut impl
ApplicationHandler` deprecating the old `run` APIs.
