Windows: Update handling of system keypresses (#2445)

Browse Source 
- Pass WM_SYSKEYDOWN to DefWindowProc
- Avoid intercepting WM_SYSCHAR to allow ALT+Space to work: removes ReceivedCharacter events for alt+keypress
- Intercept WM_MENUCHAR to disable bell sound
