Simon Hausmann 6b113977d8 ci/deny: skip syn 2 and allow libc's packaged script ...

syn 3 is out and parts of the ecosystem (serde_derive, foreign-types-macros)
have moved to it while others (displaydoc) still use syn 2, so skip the old
version until the migration completes.

libc 0.2.189 ships etc/libc-util.py with the executable bit set, tripping
the interpreted-script check; bypass it until upstream fixes packaging.
